$1.6 Billion Miami Dade Water And Sewer Project
Maloof represented a consortium of international design, engineering, construction and project management companies in a bid to manage a P3 project for Miami-Dade County’s $12 billion, 15-year capital improvement program to rebuild its infrastructure and water and sewer system. His team beat out other leading international consortiums to win the contract. The client was awarded a $91 million contract to supervise the project on behalf of Miami-Dade County. The international firm will be involved in design and construction and oversee implementation of improvements required as part of a consent decree the county entered into a with the EPA to stop pollution from the system and eliminate maintenance violations for the largest water and sewer utility in the southeastern United States.
Maloof worked through every phase of the bid process from project creation through a major bid protests. He established the team’s credibility with government agencies by demonstrating the quality and experience of its key personnel and the transferability of its top management.
The client will oversee the construction firm that is rebuilding three large wastewater treatment plans and improve other infrastructure such as pipes and pumping stations, all of which are aged and failing. The net effect will be to reduce sanitary sewer overflows, halt ocean dumping of treated water and ensure that the water systems are properly operated and maintained.
